Mobile Commune Access (MCA) Program

In order to ensure that the Livelihood Improvement Group (LIG) members have access to information on improved agricultural technologies the TSSD has launched the MCA program and equipped the Commune Extension Workers (CEWs) with a mobile communication device (tablet) which can be used during meetings and discussion with farmers to share agricultural extension materials through multi-media content loaded on the device. Thai Sreylen is the Commune Extension Worker (CEW) working in Tourl Sambour Commune, Stueng Troang district in Kampong Cham province. She received her Mobile Device/Tablet in July 2014, and was given basic training on use of the device. The tablet is pre-loaded with many extension documents and videos.

Like many of her fellow CEWs, Sreylen shows videos and pictures of agricultural techniques to improve the knowledge of Livelihood Improvement Group (LIG) members especially for illiterate members so that they can see and listen to the video materials. The Tablet is easy and fast for her to use for the transfer of information from commune to communes, from commune to province/ national level by using Internet and social media (Facebook). With the device she can also get documents online, including updated extension materials from TSSD web site at www.tssdcambodia.org/.

With the tablet, she is able to document project activities by taking photos in her commune including meeting/visiting LIG members, livestock raising demonstrations and other activities. She is able to post these on the TSSD provincial Facebook page for sharing information. Others can comment on her postings and request further information.

Her tablet is pre-loaded with many documents and videos for capacity building of project staff especially for CEWs. She can easily communicate to others CEWs from other communes, other districts and other provinces. So she can improve her knowledge and experiences through sharing with others on Facebook.
